There are many tasks that require ICT (Informationa & Communication Technology) support. I have proposed a module in IISE (International Institute of Solidarity Economy), entitled ‘Greening the Supply Chain’. Supply chain management has three basic components: managing the logistics, or the movement of goods and services; managing the financial chain; and managing the information chain.

Managing the information chain will require ICT. We have the basic backbone. However, the ICT divide is still a major issue. The human resource requirement to support ICT also represents a yawning gap. I have a small group doing consulting work on e-planning for the Department of Agriculture.

[E-planning] is a web-based planning tool designed to do large scale number crunching and provide data on demand on the financial and physical target of the department. With this program, anomalous transaction such as the so called fertilizer scam can become easier to detect.

While it empowers the local units, it also provide the leadership with huge information that can be used for moving large amounts of money across the regions and across programs. We can probably share the lessons learned from these exercise, if you are interested.

I also developed change management module that include managing the software (OS and the web-based application), the hardware (which include data warehousing), and most important is the people ware (the knowledge skills and attitude) needed to implement software re-engineering.
